These cards were prominently placed in phonebooths. In some cases they were used to explain dialing instructions but usually they were ads for telephone company products or services. In most parts of the country, the cards were changed monthly. Some telephone companies referred to these cards as posters, but they seem a bit small for that definition.

The above pictures are from Bell System Practice (BSP) 508-811-100 dated September, 1966. The same BSP describes the KS-19928 card frame as "a universal card frame used to display a 7 by 10-1/4-inch advertising or instruction card in public telephone booths."
